Lili has a book that says that in the 1930s Irish dance competitions became very popular in the new Irish Free State as the nation tried to assert its own identity through culture. At that time the girls' hair was curled for the competitions. That's probably where the curly hair tradition comes from. Now they use wigs because it's easier than curling, and achieves a more uniform look for a performance group.
